Job Description
Our client in the Research and Advisory field is seeking a Program Officer – Research, Monitoring, Evaluation, and Proposal Writing that will lead it's development and implementation of research initiatives, monitoring and evaluation systems, and donor proposal development. This role supports evidence-based program management and contributes to strategic learning, continuous improvement, and organizational growth across various thematic areas. The ideal candidate combines strong research and analytical skills, experience in program evaluation and grant writing, and a commitment to results-driven programming.Responsibilities
Research:
· Design and implement research studies to inform
program development, strategic planning, and policy engagement.
· Develop research protocols, tools, and
methodologies appropriate for qualitative and quantitative inquiries.
· Coordinate data collection, analysis, and
synthesis of research findings for internal use and external dissemination.
· Collaborate with external researchers,
consultants, or academic partners on joint research efforts.
· Produce high-quality reports, briefs, and
learning papers based on research findings.
Monitoring and Evaluation
(M&E):
· Develop and maintain M&E frameworks and
tools to measure project outputs, outcomes, and impacts.
· Coordinate baseline studies, mid-term reviews,
end-line evaluations, and routine performance monitoring.
· Analyze program data to identify trends,
measure performance, and inform adaptive program management.
· Build the capacity of program teams and
partners in data collection, reporting, and M&E tools.
· Ensure M&E systems are aligned with donor
reporting requirements and best practices in accountability and learning.
Proposal Writing and
Resource Mobilization:
· Identify funding opportunities and assist in
the development of donor engagement strategies.
· Lead or contribute to writing concept notes,
full proposals, and funding applications.
· Coordinate inputs from program, finance, and
operations teams to ensure proposal completeness and consistency.
· Ensure proposal documents include robust
theories of change, logical frameworks, and evidence-based rationale.
· Maintain a database of proposals, deadlines,
donor guidelines, and submission schedules.
Reporting and Documentation:
· Prepare high-quality donor reports, progress
updates, and internal reports on time.
· Document success stories, lessons learned, and
innovative practices for learning and accountability purposes.
· Maintain well-organized documentation systems
for reports, proposals, data sets, and learning materials.
Cross-Team Collaboration:
· Collaborate with program staff to align M&E
and research activities with programmatic goals.
· Participate in learning sessions, program
reviews, and donor meetings.
· Support organizational learning through the
dissemination of evidence and recommendations.
Requirements
Qualifications and
Experience:
· Bachelor’s degree in Development Studies,
Public Policy, Statistics, Social Sciences, or a related field. Master’s degree
preferred.
· Minimum 3–5 years of experience in research,
monitoring and evaluation, and proposal development.
· Experience in designing and conducting research
or evaluations using both quantitative and qualitative methods.
· Strong writing and editing skills, with a
proven track record of developing successful proposals and donor reports.
· Proficiency in data analysis tools such as
Excel, STATA, SPSS, or NVivo.
· Experience working with data collection
platforms like KoboToolbox, ODK, or SurveyCTO.
